Halloween. By Peter Thurgood. At this point, the man reached into the top pocket of his jacket and took out a leather case, from which he produced a large cigar. The woman watched him in disbelief as he then took a silver cigar cutter from another pocket, and neatly sniped the end off the cigar. Surely he isn’t really going to light that thing, she thought to herself, he can’t do that, it’s against the law here in England now, just like back home.

NY: Cut Antis Money. Promises to help smokers quit, keep kids from starting, go up in smoke. This has been the fate of New York state's Tobacco Control Program.
USA: Cigarette smuggling costs states billions. Many state governments are struggling to make ends meet, and many are laying off cops and teachers. CBS News correspondent Bob Orr reports that, as a result, some states are losing billions of dollars to smugglers in an illegal trade that can be more profitable than drug dealing.
USA: Food Industry Fight Mimics War Against Big Tobacco. Predatory marketing to children and products designed to maximize profits despite known adverse health impacts were what sparked legal action by 46 states against the major U.S. tobacco companies. It culminated in the Master Settlement Agreement in 1998, which requires the tobacco companies to pay $206 billion dollars to the states over 25 years. Glantz warned, working to improve the food landscape is going to take sustained and aggressive action.
USA: Experts warn of harm to kids from secondhand TV viewing. You've heard of the hazards of secondhand smoke. Now here's another worry: secondhand TV. A growing number of researchers are warning about the dangers of watching TV when very young children are nearby. Recent findings suggest that even casual exposure to TV can harm their development and undermine parent-child interactions.
Costa Rica: A PLN member, who also is a doctor, prevented the bill from passing in the Legislative Assembly. Luis Antonio Aiza, a legislator for the National Liberation Party (PLN) and doctor by trade, rejected a bill Tuesday that would raise taxes on cigarette prices and limit smoking in public areas.

Eat more, pay more. Has that worked for smoking?: By Michael J. McFadden. How about if we simply equalize the taxes on junk food and cigarettes? Take the standard base price of a liter of soda or a small McBurger, say about a dollar (roughly the same as for a pack of cigarettes), and tax it at the same rate as smokes? Recent studies indicate the health costs for obesity and smoking are about the same, so it would be fair, and no one can complain about fairness, right?
Bad Food? Tax It, and Subsidize Vegetables: Yet the food industry appears incapable of marketing healthier foods. And whether its leaders are confused or just stalling doesn’t matter, because the fixes are not really their problem. Their mission is not public health but profit, so they’ll continue to sell the health-damaging food that’s most profitable, until the market or another force skews things otherwise. That “other force” should be the federal government, fulfilling its role as an agent of the public good and establishing a bold national fix.
Obama's Food Police in Staggering Crackdown on Market to Kids: Either retool the recipes to contain certain levels of sugar, sodium and fats, or no more advertising and marketing to tots and teenagers, say several federal regulatory agencies. The same goes for restaurants, pretty much everything on a restaurant menu.
Religion Leads To Obesity: Religious Young Adults Become Obese By Middle Age. Researchers say cause may be unhealthy food at religious activities. The authors caution that their findings should only be taken to mean people with frequent religious involvement are more likely to become obese, and not that they have worse overall health status than those who are non-religious.

Prohibition: By Frank Davis. For it’s the strange thing about all these prohibitionists, whether they’re trying to prohibit alcohol or tobacco, that for all the supposed moral righteousness of their cause, they never hesitate to tell the most outrageous lies to further their cause. It’s one of the deepest contradictions of their position. Somehow or other they always feel obliged to exaggerate the problem (if there was any problem at all). It never seems to occur to them that one day their lies will be found out, and that nobody will believe a word they say any more.
IN: Indianapolis mayoral candidates. Ballard said Indianapolis isn't ready for a full smoking ban, but he supports "compromise." He said he has trouble supporting a full smoking ban because he doesn't want to tell war veterans that they can't smoke at their VFW posts. Most businesses have decided to go smoke-free on their own, he said.
LA: Premium Cigar Group Calls Alexandria, LA Positions on Smoking Bans Irrational. "The city’s expanded smoking ban will negatively impact bars, taverns and other small businesses. This is no time to put such establishments at risk as well as the jobs and tax revenues they provide. We are against legislated smoking bans that come from Big Brother and the nanny state. Instead, we favor and uphold the rights of property owners to decide for themselves the smoking policies for their respective businesses," said Bill Spann, chief executive officer of the International Premium Cigar & Pipe Retailers Association.
MA: Springfield. As of next April people won't be allowed to smoke in their apartments anymore. And the following year a person won't be allowed to smoke outdoors on the grounds of the city’s public housing projects.
SC: North Charleston Mayor Keith Summey, opponent Chris Collins voice differences. Summey said he didn't think the city should be dictating what he considered a decision by a private business. Collins said he would at least consider the issue going to a referendum to decide.
SD: Video lottery revenue is still running behind prior years because of a drop caused by the slow economy and the smoking ban imposed last year.

UK: Freedom2Choose. A welcome from new Joint Chairman Dave Atherton. I sense that smoker-phobia may have reached its zenith. The anti-smoker crowd, with all its hubris, has decided to include drinking and, to a lesser extent, obesity in its quest for the perfect body.

University of Montana: Ban places smokers in "dangerous situation." "This is fully acknowledged but college admin still wants them to risk rape to smoke, and another part of admin doesn't want campus cops to protect them since "the goal of the ban is to get them to quit." So, I guess (quite literally) f'em." With the new smoking ban, young women living in the dorms must now walk to the edge of campus for a cigarette. Chief of Campus Security Gary Taylor said "We're forcing girls into a dangerous situation." Taylor said he doesn't think the Griz Personal Safety staff should be used to escort smokers. "The whole intent of the ban is to get people to stop smoking," he said.
TX: Against Expansion of Smoking Ban in Denton. The proposed expansion of the Denton, Texas smoking ban would be tantamount to turning the city into a nanny state run by Big Brother. Research into the matter is expected to continue by City Council until December when a decision would be made as to whether or not the council will vote on the issue.
WI: State Takes Swift Action on RYO Stores. RYO tobacco stores sell loose tobacco to customers, who then are able to rent time on a machine that rolls it into cigarettes. Customers say they can save up to 50 dollars per cartoon by making their own cigarettes after purchasing tobacco on their own. According to DOR there were 50-100 RYO stores in Wisconsin before enforcement actions began this week.
Canada: Cigarette label warnings turn horrific. Tobacco companies have until March next year to comply. Retailers will have until June 2012 to make sure their shelves are stocked with only the new packages.
Greece: Smoking Permitted Once Again in Specified Areas. Smoking will be once again permitted in Greece given the country’s poor financial situation. The new measure will allow smokers to smoke inside casinos and big nightclubs exceeding 300m2. In order to set up a special area for smokers, the owner will have to pay annually 200 euros PER SQUARE METER. The tax must be paid before the 30th of November 2011 in Public Revenue Offices.
